MY ANSWER: Well, if it's a random stranger out of the blue...maybe? Mostly if it's a book I've read and I can get a sense that they wouldn't mind if I be friendly and interrupt their reading time! Lol! When I'm at book signings or other bookish events I'm definitely likely do to this, because then you know you're among like-minded people!
