MY ANSWER: Definitely quiet. Otherwise my brain will focus on the noise I'm hearing, be it TV or conversations. Even if I try to drown it out. If the setting is too noisy, I will pop my headphones in and have music on to drown it out, I guess because when there's too much noise, like a crowded cafeteria, I can better tune out one strand of music versus hundreds of conversations!
But I always prefer silence.
